Cooperation project with the European Union


The European Union EU supported the Egyptian ministry of petroleum efforts to implement energy efficiency projects and initiatives, through "Egypt supports the technical and financial sustainability of the Renewable Energy and Energy Efficiency Sectors" program, which was introduced to the Egyptian energy sectors. The program has effectively gathered a group of global and local experts in the energy efficiency field, leading to successfully achieving the agreed upon program components, including"

  • Develop a comprehensive energy efficiency strategy for the petroleum sector, which includes defining the vision, mission, goals, proposed action plans to achieve the goals, means of measuring the achievement of the goals, and its implementation plan, the Strategy Master plan, and it was announced at the COP27 Conference of the Parties.
  • Implementing technical reviews of energy efficiency in Assiut companies, the General Petroleum Company, the Egyptian Petrochemical Company EPC, and GUPCO, and completing the preparation and review of the final version of the technical review reports. This resulted in identifying opportunities to improve the energy efficiency of these companies. Also preparing the "Technical Review of Energy Efficiency" methodology as a reference for sector companies in the future.
  • Developing a business plan to activate the role of the General Administration of Energy Efficiency in the Ministry, and a list of the equipment, programs and specifications it needs to carry out its work. Preparing a list of procedures that can be implemented to rationalize energy in sector companies, and the items of the checklist for technical reviews of energy efficiency.
  • Sponsoring the first version of the energy efficiency component within the project to qualify young and medium-sized leaders in the petroleum sector, implementing training programs for 55 technicians, and organizing a group of workshops for about 20 directors of energy efficiency departments in companies.

Cooperation project with Japan International Cooperation Agency


The Ministry of Petroleum participated in a capacity building project in the field of energy efficiency and rationalization in cooperation with the Japan Cooperation Organization (JICA). The Ministry of Electricity and Renewable Energy, the Ministry of Industry represented by the General Authority for Industrial Development, in addition to the Central Agency for Public Mobilization and Statistics also participated in the project. The project consists of four main components, including a component specializing in improving energy efficiency in the petroleum sector. PADECO was appointed as the general consultant for the project and KBC was appointed as the consultant for the petroleum sector component, during which:

  • Implementing a technical Audit of energy efficiency at Cairo Petroleum Refining Company, which resulted in identifying many opportunities to improve the company's energy efficiency.
  • Preparing a road map to build an energy management system in the petroleum sector for a period of five years.
  • Building the capabilities of workers in the sector. Many training programs were implemented using the latest simulation systems, as well as organizing a field visit to Japan for 9 individuals from the petroleum sector with the aim of learning about policies, services and technologies for improving energy efficiency and rationalization in Japan.
  • Coordination with all parties participating in the project and preparing a white paper on future efforts and plans to improve energy efficiency at the national level.
    The scope of work of the Ministry of Petroleum component of the project has been extended to include preparing the preparatory work for establishing the Center of Excellence for Energy Efficiency
