Organizational Structure of the Petroleum Sector Print

In the year 2000, the Ministry of Petroleum has set up a comprehensive strategy. Among its most important implementation mechanism is adjusting and developing the petroleum sector structure through separating the natural gas and petrochemicals activities from those of the Egyptian General Corporation, and to establish an independent entity for each of them in addition to paying special and concentrated attention to Upper Egypt through establishing an independent entity . After adding the mineral resources activity to the responsibilities of the Ministry of Petroleum, and establishing the General Authority for Mineral Resources on the 14th of October 2004, the oil sector in Egypt consisted of (5) strong bodies they are: Egyptian General petroleum Corporation (EGPC), Egyptian Natural Gas Holding Company (EGAS), Egyptian Petrochemicals Holding Company (ECHEM), Ganoub El Wadi Petroleum Holding Company (GANOPE), and Egyptian General Authority for Mineral Resources .
The Egyptian General Petroleum Corporation is the first economic establishment under law 135 for year 1956 and its amendments until law 20 for year 1976.
EGPC aims at developing and making full use of petroleum resources, safeguarding the country's needs for petroleum products, supporting exploration activities and extending production into new areas. In addition to developing and updating petroleum agreements, optimally utilizing the oil pipelines network, and applying the latest technologies in the petroleum industry. 
EGPC plays an important part in supporting the national income and improving the trade balance through exporting the surplus of petroleum products, attracting foreign investments and increasing the contribution of national and foreign banks in projects. Furthermore, the Corporation aims at realizing the balance between reserves, consumption, exports and imports.
The Egyptian Natural Gas Holding Company was established on 19 July 2001.
The first meeting for the company's general assembly was held on 7 August 2001.
The Company's activities are to supervise, develop and follow up the activities and works of the companies that work in the field of transporting, distributing, delivering and marketing the natural gases inside and outside the republic. It also, supervises, develops and promotes the projects of exporting gas whether liquefied or through pipelines in addition to supervising all the activities of the companies that work in this field. 
The Company proposes plans for gas industries, prepares feasibility studies, participates in running and maintaining gas networks, and takes part in exploration operations and production of natural gases and set up information and database for natural gas. 
The Company, also, participates in selecting the sites for the projects related to natural gas and promotes investments in gas activities.
The Egyptian Petrochemicals Holding Company was established on 22 January 2002.
The Company's activities are to develop, set up, and operate the petrochemicals industry in Egypt. To keep pace with world changes through planning, promoting and supporting investments in order to establish and manage giant economic projects. And to integrate with the oil and gas industries.
The company aims at setting up the mechanism needed to implement the national plan for petrochemicals, set up by the Ministry of Petroleum to make full use of the available and possible local capabilities of gas reserves and infrastructure, plus working to reach self-sufficiency of petrochemical products and hence, exports to world market. 
Ganoub El-Wadi Petroleum Holding Company was established on 30 January 2003. Its main aim is focusing and concentrating on developing the South Valley through all petroleum activities in the fields of exploration, development, and production of crude oil and natural gas in addition to refining operations, industrialization, transportation, distribution and marketing of all petroleum products and petrochemicals.
The Company also aims at attracting Arab and foreign investments especially in exploration field to increase the reserves through offering international bid rounds for exploration and exploitation of oil in the region.
The Company has technical supervision over Geisum Oil Company. Furthermore, it is creating a database for all the petroleum activities in the South Valley region, and preparing feasibility studies for the strategic projects.
On 14 October 2004, the President issued a decree to move the responsibility of the Egyptian General Authority for Geological Survey and Mineral Projects to the petroleum minister. This later became the Egyptian General Authority for Mineral Resources.  Its strategic targets are to support Egypt's wealth of mineral resources such as Gold-Iron –Lead- Zinc-Phosphate and Manganese. In addition, increase the production of minerals to meet the needs of development plans, exports, and raise Egypt's mineral exports and income of foreign currencies.
The Authority also aims at increasing the revenues of the State Treasury, establishing national industries based on mineral resources, setting up a viable national plan to attract Arab, foreign and local investors and creating job opportunities through establishing new investments.
